Level 5 Operations Manager apprenticeship is being defunded - secure one of the final funded places
The government has confirmed the Level 5 Operations Manager apprenticeship is being defunded. For current and aspiring leaders, this closes one of the most accessible, funded routes into senior leadership development. A limited number of funded places remain, and they are capped.

 

Why the Level 5 Operations Manager Apprenticeship is being defunded?

For over a decade, the Level 5 Operations Manager apprenticeship has been a core pathway for developing confident, capable leaders. It’s now being withdrawn as part of a wider shift in government funding towards entry-level training. That shift may support early careers. But it leaves a clear gap in the middle. If you’re already in a leadership role, or stepping into one, there are now far fewer funded options to help you grow.

What this means in practice:
  • No more £9,000 government-funded leadership development at this level
  • Fewer structured routes into senior roles
  • More pressure on schools and individuals to self-fund training

To manage demand, the government has capped the number of final apprenticeship places available to providers. Which means applications are being processed on a first-come, first-served basis.

  

What is the Level 5 Operations Manager qualification standard?

This is a nationally recognised leadership qualification, equivalent to a foundation degree. It’s designed for people responsible for leading teams, managing projects, and delivering organisational priorities. In an education setting, that typically includes roles such as:

  • Head of year or phase
  • SENCO or inclusion lead
  • Pastoral or behaviour lead
  • Department head
  • Assistant headteacher
  • Trust or local authority roles

This qualification gives you a strong foundation in leadership, building the knowledge and confidence to move from managing day-to-day tasks to leading outcomes across a team or whole setting.
